Boise’s Modern Zoning Code...

…was passed in 2023 and did great things for our City…

…it promotes walkable, people-friendly streets close to amenities.

…it protects our open spaces, farmland, and air quality.

…it fixed an outdated, unfair, exclusionary code from the 1960s.

….legalizes the kind of missing middle homes we need for all kinds of Boiseans, all kinds of workers, and all stages of life.

But we’re not stopping there! Each year, the code is modified to continue making improvements. Below are the changes we’re hoping for in 2025:

1.  Create parity and incentives for plexes

Duplexes, triplexes, and fourplexes still require special approvals. Treat plexes just like single family homes, and remove streetscape standards for plexes.

2. Improve development processes

Many developments have had to start over processes due to technicalities, while developers note overly complex and expensive processes and fees, even for small housing.

3. Right-size parking requirements

Burdensome parking requirements and bike parking are preventing more units from getting built. Consider allowing zero parked housing types near transit and infrastructure.

4. Make small changes to allow for more small homes

More small home types should be defined, while the lot division process can be simplified for smaller builders. Affordability standards should also be updated so plex projects can pencil.
